Note that shipping Android devices do not expose LTE carrier aggregation SCells as separate cells, so SECONDARY_SERVING is rare on an LTE record and must not be used as a carrier aggregation indicator; use cellBandwidthsKhz for that. The per-carrier channel bandwidths, in kHz, of the device's cellular data connection at the time of the scan, from ServiceState#getCellBandwidths(). One entry per aggregated component carrier, so two or more entries means carrier aggregation was active. This is device-level connection state rather than a property of this individual cell; it is only populated on records for cells the device was actively using (servingCell true or SECONDARY_SERVING) and is omitted on neighbor records. The producer filters out the platform's 0 and unavailable sentinel values, so every entry is a valid bandwidth. An absent or empty list means the device did not report bandwidths, NOT that carrier aggregation was inactive.
