  The sender does not have enough balance for the transaction.

  Sequence number is old, etc.

• MempoolIsFull = 3

  Mempool is full (reached max global capacity)

• TooManyTransactions = 4

  Account reached max capacity per account

• InvalidUpdate = 5

  Invalid update. Only gas price increase is allowed
