To retrieve updates from the last time a stream was consumed, you can provide the sequence number of the last claim change record you received. If you do not provide any value here, the server will stream live changes. If you do provide a sequence number, the server will start by streaming previous updates. When all historical records are written to the stream, the server will start streaming live changes.

The phase number (P1, P2, or P3) from the file name of the IDR extract file.
